Add ability to amend figures in current year estimated tax liability summary

Currently the estimate of the tax liability in the current year is based on figures entered in the prior year which cannot be edited. Please allow the figures to be edited.

Taxfiler licence that covers job management only

Make a special licence available to cover job management only (rather than a full Taxfiler licence), useful for members of staff that complete non-Taxfiler jobs, e.g. payroll
